Tatoyan: Azerbaijan's attacks were accompanied by cruelties, beheadings

PanARMENIAN.Net – Armenian Human rights Defender Arman Tatoyan has delivered remarks at the OSCE high-level Forum for Security Co-operation Dialogue, detailing cruelties and beheadings perpetrated by the Azerbaijani troops during the Second War.

The Ombudsman said Azerbaijan launched targeted attacks against the civilian populations of (Nagorno-Karabakh), including women and children, violating all the norms of international humanitarian law. The Azerbaijani side used banned cluster munitions to strike peaceful settlements and civilians in the various communities of Artsakh, he added.

Tatoyan noted that citizens of Armenia too were killed and injured in Azerbaijan’s attacks on the provinces of Gegharkunik and Syunik, while prisoners of war and civilian captives were and are still being murdered, tortured, and humiliated.

The Human Rights Defender said his office has verified and analyzed more than 300 videos of Azerbaijani troops committing war crimes, including cutting the throats of people who are still very much alive, torturing and humiliating them in the process. Tatoyan stressed that top Azerbaijani government officials continue the policy of state-sponsored Armenophobia and enmity, racism and fascism in Azerbaijan.

Representatives of OSCE member states, the International Committee of the Red Cross, the Armenian Ministry of Defense and other agencies were participating in the event.
