The municipality can not do anything? In Mashtots Park cut down trees “under the law”

YEREVAN, Aug 4 — Sputnik. Prior to December, 2040, the part of the square Missak Manouchian, more popularly known as “Mashtots Park”, leased to a businessman, and city hall can stop him to make changes in this area. It on a press-conferences on Tuesday has informed the mayor Hayk Marutyan.

For several days the activists protest against construction works in Mashtots Park in Yerevan. In this regard, the heads of relevant departments of the municipality decided today to make a clarification, and at the last minute the mayor Hayk Marutyan stated their desire to participate in the press conference.

Marutyan presented the facts: in may 2015, the former mayor of the capital Taron Margaryan gave a rent of 1048 sq. m. Park one entrepreneur until December 2040.

“I personally rescinding the decision of the mayor, reducing the lease area from 1048 sq. m. to 294 sq. m. (277 sq. m. + territory pavilion 17 sq. m.) moreover, we annulled the decision on the ownership of 386 sq. m. However, in that part of the Park, which is leased, he has the right to do the construction. If I had my way, I would have done anything differently. But very often my desires do not coincide with the law, and the law in this case on the side of the tenant,” said the mayor.

In the Park at the moment is the cafe building and trees. According to the mayor, he set a condition that the new cafe should be built of a light construction so that the trees and bushes were not injured.

But if the builders will need to cut down any tree, it should be replaced by another.

Sputnik Armenia is making a video of the construction, which has the result of construction works and the fact that felling of trees.

At the same time, the mayor sees the “light at the end of the tunnel.” As soon as the lease on the part of the Park runs out (i.e. at the end of 2040), all built by the lessee shall be the property of the administration of Yerevan.

“And who would be at the time the mayor will be able to decide how to dispose of this part of the Park,” says the mayor.

Note that the Mashtots Park has a symbolic value for its residents. In 2012, several dozen activists for 40 days was able to prevent the construction of shops in the Park.

Then in the ranks of the activists were many of the current representatives of the authorities – the Hayk Marutyan, the Minister of education, science, culture and sport Arayik Harutyunyan, the Secretary of security Council of Armen Grigoryan and others.
